PURPOSE: Provided are a transition metal catalyst, which is economically and effectively remove highly-concentrated volatile organic compounds generated while drying a fiber coating machine and has high catalyst activity, a method for manufacturing thereof and a device for examining thereof. CONSTITUTION: The method comprises steps of (a) washing stainless steel; (b) plating the surface of the stainless steel with nickel; and (c) plating the nickel-plated stainless steel with platinum. The device comprises a flux control part consisting of an air compression pump and a flux meter and supplying air supplied from the air compression pump to a reaction device through the flux meter, a contaminant generation part consisting of a syringe pump and a mixing tank and a ventilator circulating air to the inside of the reactor to evenly transmit the heat to the catalyst reactor, wherein a heater is mounted on the mixing tank to evaporate liquid sample and then allow the evaporated sample to flow in a catalyst reactor by keeping the temperature at 110-120 °C, the catalyst reactor is cylindrical, made of stainless steel, manufactured to easily separate the middle part, where a Pt/SUS catalyst is mounted, to easily exchange the Pt/SUS catalyst and keeps the inner temperature at 100-250°C.
