PROBLEM TO BE SOLVED: To effectively utilize by-product fine powder for improving the handleability of sludge.

SOLUTION: The subject sludge solidifying material is constituted of a material whose main component is the by-product fine powder generated when grinding a concrete lump A after being heated to 100 to 500°C and recovering aggregates B and D. Also, a manufacturing method for a cement clinker is used in which a granulated article as a solidified material obtained by mixing the sludge solidifying material in the sludge is fed to the upstream side of a rotary kiln 62 as a part of a cement raw material.
