PROBLEM TO BE SOLVED: To provide a method capable of issuing an electronic mail address to be easily understood by a third person by using a fixed telephone number for the electronic mail address.

SOLUTION: The area code of the fixed telephone number is allocated to a domain name and a number for which a local office number and the subscriber number are combined is allocated to an identification number. For instance, the electronic mail address such as 12-3456Ð0942.jp is allocated.
