PROBLEM TO BE SOLVED: To provide an engine starting control device and starting control method capable of transferring to engine control in a short time. SOLUTION: In the engine starting control device that can be started by a recoil starter device, during from starting operation by the recoil starter until an engine starts, readout of an alternative value is performed, instead of readout of backup data from a storage part for backup. After the engine starts, a read-only storage part and a storage part enabling reading and writing are checked, and instead of the alternate value, the backup data is read out from the storage part for backup.
