PROBLEM TO BE SOLVED: To provide a recording medium supply device capable of supplying a recording medium stably and a recording device having the recording medium supply device. SOLUTION: Feeding force of the recording medium is set at the sum of frictional force of a supply roller 151 and frictional force of a separation roller 153 during an operation of a torque limiter. Thus, the feeding force increases by the frictional force of the separation roller 153 during the operation of the torque limiter, so that normal paper feeding can be performed even when the frictional force of the paper feed roller decreases to the extent of a set value of the torque limiter of the separation roller.
