PROBLEM TO BE SOLVED: To provide a member capable of permanently keeping a surface highly hydrophilic and keeping hydrophilicity to some extent even in a light shielded state. SOLUTION: In this photocatalytic hydrophilic member, a layer containing photocatalytic titanium oxide and an amorphous oxide is formed, or a photocatalytic titanium oxide-containing layer is formed, on which a layer containing the amorphous oxide is further formed.
