PROBLEM TO BE SOLVED: To freely set the floor heater space of a kitchen and a bathroom by separately disposing a water heater in a cabinet and a floor heater panel with a hot water tube meanderingly disposed. SOLUTION: A base unit 3 is disposed under the cabinet 11 of the kitchen or the bathroom, and the floor heater panel 2 is disposed on the front surface of the cabinet 11. A pair of hot water tubes 4 and 4 are buried in the base unit 3 and connected to the water heater 6 inside the cabinet 11.
