PURPOSE: To provide a low concentration waste gas recycling apparatus for improving recovery ratio and purity of waste gas by forming an air curtain between mouth of converter and lower part of skirt, thereby blocking secondary reaction of waste gas and oxygen and preventing growth of skull on the converter mouth by blowing spatter flying to the converter mouth into the skirt. CONSTITUTION: The apparatus comprises a waste gas recycling apparatus part (30) for compressing and storing the recovered waste gas and supplying the waste gas to the nozzle mouth lip part through valve if necessary after recovering low-concentration waste gas released to a stack through an induced draft fan (17) in rear of a dust collector (13) to which the skirt (11) on an upper part of the mouth of converter (1) is connected through hood (12); and a nozzle mouth lip part (20) connected to the waste gas recycling apparatus part to form an air curtain by strongly ejecting the low-concentration waste gas recovered in the waste gas recycling apparatus part during converter blowing onto a lower part of the skirt through converter mouth lip.
