PROBLEM TO BE SOLVED: To provide a skin care preparation for external use, capable of preventing quality deterioration, such as an increased pH, even when stored for a long period, capable of maintaining retaining effects on moisture, or the like, and containing a moisture-retaining component, or the like. SOLUTION: This skin care preparation for external use contains a heparinoid, lidocaine and an aminoalcohol, and further a pyrrolidone carboxylic acid salt, and is so controlled as to have a pH at a neutral region when produced.
