PROBLEM TO BE SOLVED: To provide a constant-quantity feeder which can enhance workability of adjusting sealability, and can be manufactured at low cost. SOLUTION: A groove hole 4 is opened in a circumferential surface of a casing 1, a holding member 21 to press a seat ring 11 against a valve 6 is engaged with an engagement groove 14 of the seat ring 11 from the outside of the casing 1, and an operating unit of the holding member 21 is provided on an outer surface of the casing 1. The operating unit comprises a connection member 26, a coned disk spring 27, and a stopper ring 28, and the holding member 21 is connected to an engagement projection 5 of the casing 1 thereby. The sealability of the device need not be adjusted by detaching the device from pipes, and the workability is considerably enhanced. A valve 6 is formed by cutting an existing steel tube, welding disks to both ends of the steel tube to cover the steel tube, providing a rotary shaft 7 in a protruding manner from both end faces, providing a pocket 8 in a circumferential surface, and manufactured at lower cost than casting.
