PURPOSE: A portable generating and charging apparatus is provided to allow users to generate and charge the battery by using a magnetic force or other hand-operating power. CONSTITUTION: A portable generating and charging apparatus comprises an electric energy generating unit(110) for generating electric energy by applying impact to a piezoelectric element; a current converting unit(120) for converting current ratio to turn ratio; a rectifying unit(130) for rectifying a high frequency alternating into a single direction current; a voltage smoothing unit(140) for obtaining DC voltage by charging the single direction current; an over-voltage protection unit(150) for limiting the voltage of the voltage smoothing unit under a predetermined voltage level; a display unit(160) for displaying an abnormal state; and an output unit(170) for supplying the voltage of the smoothing unit to system or device.
