PURPOSE: Provided are a flame retardant crosslinkable polyolefin foam panel and a manufacturing method thereof to enable a flame retardant efficiency to be increased, a combustion time to be prolonged and generation of poisonous gases during combustion to be suppressed by inserting an extinguishing agent into insertion holes formed between panels in the course of thermally fusing crosslinkable olefin foams for combination. CONSTITUTION: The flame retardant crosslinkable polyolefin foam panel comprises: a lower crosslinkable olefin foam panel member(10) forming a lower part of the panel; a central crosslinkable olefin foam panel member(20) combined with the upper crosslinkable olefin foam panel member(10) by thermal fusion and having a plurality of insertion holes(22) into which an extinguishing agent (21) is inserted; and an upper crosslinkable olefin foam panel member(30) combined with the central crosslinkable olefin foam panel member(20) by thermal fusion.
