PURPOSE: To provide a stripper apparatus having shield for preventing strip from being unevenly cooled down by spray water which is installed at stand of finish rolling mill at hot rolling plant to effectively block dropping of flying cooling water or leaked cooling water onto the surface of strip to be rolled. CONSTITUTION: The stripper apparatus comprises a forward and backward movement part comprising a plural racks (5a,5b) moved back and forth to the side of rolling roll (140) on an upper surface of a stripper base (120), wherein a wiper (130) is mounted on a front part of the stripper base, pinion gears (10a,10b) that are gear connected to the racks to move the racks back and forth, and a pneumatic motor for moving the racks back and forth by rotation of the pinion gears; a subsidiary blade (40) which is moved back and forth with being positioned in front of the respective racks, and a front part of which is closely adhered to the rolling roll in an upper part of the wiper to primarily cut off cooling water from a plurality of nozzles (145) for cooling the rolling roll; and a buffer part (60) in which the subsidiary blade is connected to a front part of the respective racks in such a way that a front part of the subsidiary blade is linear contactly and elastically close adhered to the rolling roll correspondingly to change of roll gap between the rolling rolls according to diameter of the rolling roll and rolling thickness by flexibility of spring.
