PURPOSE: Provided are a flame retardant complex heat-insulating waterproofing sheet and a waterproofing method using the same to enable heat-insulating and waterproofing effects to be simultaneously exerted by integrally forming a waterproofing sheet and a heat-insulating member in a simplified, cost-effective manner. CONSTITUTION: The waterproofing method using the flame retardant complex heat-insulating waterproofing sheet comprises: forming a primer layer(2) formed by applying a primer made of polyurethane resin on a base layer(1) made of concrete slab; forming a waterproofing sheet layer(3); forming a protective mortar layer(4) by forming a waterproofing coating on the waterproofing sheet layer(3); and forming a pressing layer(5) made of concrete and installed on the protective mortar layer(4), wherein the waterproofing sheet layer(3) is formed by spreading two or more waterproofing sheets on the primer layer(2) with a predetermined space maintained between each of the sheets so as to overlap with each other and joint portions of the overlapping sheets are thermally fusible.
