PURPOSE: Provided is a sanitary washing toilet seat device to increase the convenience of the user by eliminating the need which the user flexes his waist to raise up a toilet cover or a toilet seat. CONSTITUTION: The sanitary washing toilet seat device(10) includes a case(14) and a toilet seat(24) pivotally mounted to the case. The case comprises a main body portion(14A) fixed to rear top side of a toilet bowl, a central bulging portion in which a drive device is contained and a sleeve portion(14B) extending forwardly from one end of the main body portion. The toilet seat is moveable from using position to standing position by an amount of a predetermined angle according to the activation of a switch. The activation of the switch of the drive device is performed when the light beam reflected from the floor is shielded with user's foot.
