PURPOSE: A system for issuing a receipt exchangeable with goods and a method thereof are provided to enable a customer to buy goods safely on the online and enable a seller to reduce a management cost by issuing the receipt exchangeable with the goods when the customer buys the goods such as securities on the online through the VPN(Virtual Private Network). CONSTITUTION: A client part(10) comprises receipt issuing terminals(11) equipped with sessions to transmit/receive data in order to issue the receipt by connecting to a receipt issuing server system(20) through the VPN with use of a communication tool. The receipt issuing server system part makes the client part issue the receipt corresponding to the goods approved from an issuance institution(30) by receiving a receipt issuance request signal for the desired goods transmitted from the client part, and processing member certification and settlement confirmation for issuing the receipt having the same effect as the goods. The issuance institution approves the issuance for the desired goods by connecting to the receipt issuing server system through the VPN.
