PURPOSE: To remove foam of organic resin in a circulation tank for supplying organic resin to the cold rolled steel sheet when manufacturing a cold rolled steel sheet on which organic resin is coated as a type of cold rolled steel sheets manufactured at an ironworks. CONSTITUTION: The apparatus comprises a main body which is slantly rotated, and in which organic resin solution is contained; an upper pipe (39-1) which is inserted into an upper part of the main body, and through which the organic resin solution flows in the main body, and a lower pipe (39) for discharging the resin solution to a lower part of the main body; and a foam removing part positioned in an upper part of the inside of the main body and consisted of a push wringer (11) moved up and down, a wringer plate (28) rotated along with the main body with being positioned at a lower part of the push wringer and fixed to the main body, and a sponge ring plate inserted between the push wringer and the wringer plate, wherein magnets are assembled into the push wringer and the wringer plate, wherein a sensor is installed at one position of the upper pipe, and wherein the apparatus further comprises an upper rotary joint (62) assembled into an upper part of the upper pipe, and a lower rotary joint (70) assembled into a lower part of the lower pipe; a flush pipe inserted into the upper rotary joint to supply fresh water, and a drain pipe (7) inserted into the lower rotary joint to drain the resin solution; and a shower flush nozzle (26) which is communicated with the flush pipe, and on which a plurality of nozzle holes are formed.
