PROBLEM TO BE SOLVED: To avoid weight increase of a piston rod, and dispense with additional machining in a damping force regulating device for a hydraulic shock absorber for a vehicle. SOLUTION: In this damping force regulating device 40 for a hydraulic shock absorber 10, a thin part 12B is formed at a tip part of the piston rod 12 with which a nut 34 is engaged, leaving a thick part 12A on the base end side on the side of a piston 32. On the inner circumference of the thin part 12B, a valve seat 61, and a valve case 62 adjoining the valve seat 61 to form a communication passage 62A to connect a passage 61A of the valve seat 61 to a piston side oil chamber 31A are provided. In the valve case 62, a check valve 63 and a stopper member 64 are provided. A base end part of the valve case 62 on the adjoining side to the valve seat 61 is fixed to the inner circumference of the thin part 12B, and the valve case 62 is projected outward in an axial direction from the tip part of the piston rod 12.
