PROBLEM TO BE SOLVED: To provide a silver halide photosensitive material capable of providing finish of an image free from unevenness due to streaky lowering of density which occurs during development, in a proof for checking a finish of a print in advance, and to provide an image forming method using the same. SOLUTION: In the silver halide photosensitive material including at least two silver halide emulsion layers having a silver chloride content of≥95 mol% on a support, a compound represented by formula (I) is contained in the silver halide emulsion layer remotest from the support, wherein M represents H, an alkali metal atom or quaternary ammonium; and R<SB>11</SB>-R<SB>13</SB>each represent H, halogen, alkyl, alkenyl, aryl, hydroxyl, mercapto or the like.
