PROBLEM TO BE SOLVED: To provide a method for forming an internal gear which does not produce an underfill in an inward corner of a cup-shaped stock, in plastic working from the disk-shaped stock. SOLUTION: The method comprises a first step in which the disk-shaped stock 1 is fitted to the end face of a mandrel 2 having a tooth profile on its outer circumferential face and is plastically formed into a truncated cone shape by pressing a squeezing roller 4 to the stock 1, and a second step in which the stock formed into the truncated cone shape in the first step is pressed to the mandrel by the squeezing roller so that the stock is plastically formed into the cylindrical internal gear.
