PROBLEM TO BE SOLVED: To provide a conductive metal-clad metallic particle having substantially improved transparency, conductivity, antistatic property, electromagnetic wave shielding performance, salt water resistance, acid resistance, oxidation resistance, and environment resistance such as ultraviolet resistance, a method for manufacturing it, transparent conductive film forming paint containing it, a conductive binding material, and a transparent conductive film and a display using it. SOLUTION: In this metal-clad metallic particle, a cover layer 2 comprising a metal (A) the standard electrode potential of which is nobler than that of the metallic particle 1 is formed on a part of the surface of the metallic particle 1, and a cover layer 3 comprising a metal (B) the standard electrode potential of which is nobler than that of the metallic particle 1 and is baser than that of the metal (A) is formed on the surface of the metallic particle 1 excluding the cover layer 2.
