<P>PROBLEM TO BE SOLVED: To satisfactorily convey toner within a toner box by easily positioning a writing device in a higher position when increasing the toner storage capacity of a development device. <P>SOLUTION: In the recording section 15 of an image forming apparatus, the second toner chamber 51 of the development device 30 is disposed lower than the first toner chamber 52 of it in order to dispose the writing device 20 and the development device 30 in relation to a photoreceptor drum 21. A cover 47 is provided with a step, and the writing member 20 is positioned in correspondence to the step. Stir members 52 and 52a whose structures are identical are disposed in the respective toner chambers.
