<p><P>PROBLEM TO BE SOLVED: To perform continuous transmission of an image by automatically adjusting image encoding speed (changing it to the direction of low quality (low bit rate)) at the time of congestion of an IP network. <P>SOLUTION: An IP encoder is provided with a means for receiving congestion information to be transmitted from the IP network side at the time of congestion of the IP network, a first control means for automatically changing the current image encoding rate to image encoding rate in the low bit rate direction by taking this opportunity of reception of the congestion information and a means for encoding the image to be transmitted to an IP decoder through the IP network by the image encoding rate corresponding to change control. <P>COPYRIGHT: (C)2005,JPO&NCIPI</p> |
