PROBLEM TO BE SOLVED: To solve the problem that it is difficult for a visually handicapped person or a person having weakened eyesight such as an elderly person to recognize the electronic program information which is displayed in characters on a display, although the information is transmitted to users, that it is also difficult to transmit the information in voice by a conventional technique, and that it is further difficult to change the information to a voice according to the preference of the user. SOLUTION: This device consists of a digital tuner, a demodulating means, a transport decoding means, a RAM memory, a non-volatile memory, a voice data memory, a voice decoding means, a voice electronic program information decoding means capable of converting the electronic program information into voice, a voice synthesizing means capable of synthesizing the output from the voice decoding means with the output from the voice converting means, a voice signal coding means, and a control means.
