PROBLEM TO BE SOLVED: To provide an electrooptical device for easily forming an organic EL element by a liquid discharge method to form an excellent organic EL element, and provide a manufacturing method for an electrooptical device, as well as an electronic apparatus. SOLUTION: An electrooptical device 1 has driving elements 112, 113, 123 and a pixel electrode 23 disposed on a substrate 20, and the substrate 20 comprises recessed portions 77 formed in accordance with positions of the driving elements 112, 113, 123, respectively, and moreover comprises a flattened insulating film 75 between a switching element as well as a wiring and the pixel electrode 23.
