PROBLEM TO BE SOLVED: To provide a winch speed control device capable of taking advantage of the characteristic of each technology by combining the capacity control technology of increasing the winch speed with the merge control technology, and automatically preventing a problem that the number of rotation of a winch exceeds a permissible value when both technologies are simultaneously performed. SOLUTION: The capacity of a variable capacity type hydraulic motor 60 is maintained maximum in a first stroke range. If a merge change-over switch 87 is not changed to the merge position in the first stroke range, the capacity of the variable capacity type hydraulic motor 60 is reduction-controlled according to the operational quantity of an operation lever 84 in a second stroke range. If the merge change-over switch 87 is changed to the merge position in the first stroke range of the operation lever 84, the capacity of the variable capacity type hydraulic motor 60 is maintained maximum even in the second stroke range.
