PURPOSE: An encoding system and decoding system including an interpolator for motion compensation are provided to improve motion compensation accuracy. CONSTITUTION: An encoding system includes an encoding controller(100) for determining whether motion compensation is executed on an input image, a transform encoder(200) for transform-encoding the input image, a transform decoder(300) for transform-decoding the transform-encoded video data, and a memory(400) for storing the transform-decoded video data. The encoding system further includes a motion estimator(600) for comparing video data to be encoded and the transform-encoded video data to obtain a motion vector of the video data to be encoded, a motion compensator(500) for generating a motion compensation value corresponding to the video data to be encoded based on the transform-decoded video data and the motion vector, and an entropy encoder(700) for receiving quantized transform coefficients output from the transform encoder and the motion vector output from the motion estimator to carry out entropy encoding. The motion compensator includes an interpolator(5) and a motion compensation unit.
