<p><P>PROBLEM TO BE SOLVED: To improve degree of satisfaction of a destination by easily and surely forming an instruction about delivery mode. <P>SOLUTION: A delivery data forming unit 44 refers to a customer table 32 and a delivery table 38 every customer on the basis of the customer data showing destinations of a load, and sets the delivery data to contain a package code and an instruction code corresponding to a customer.
