PROBLEM TO BE SOLVED: To ensure reliability of an inertia locking function without causing a reduction in the turning workability of a lever. SOLUTION: An inertial force F of the lever 30 occurs substantially at the same time as the occurrence of a fitting resistance R. Therefore, the inertial force F of the lever 30 effectively acts on the fitting resistance R before it attenuates, thus ensuring high reliability of the inertial locking function. By allowing the inertial force F and the fitting resistance R to occur at the same time, no reduction in workability is caused because the inertial force F need not be initially set at an excessively large value. To allow the inertial force F and the fitting resistance R to occur at the same time, the time of occurrence of the inertial force F is delayed. As a result, there is no need to reduce all of strokes of the lever as the case in which the time of occurrence of the fitting resistance is made earlier.
