PROBLEM TO BE SOLVED: To solve such a problem that difference in the number of rotation of a disk motor between in the shift of processing from recording to reproducing and in from reproducing to recording is large, therefore, performance of recording/reproducing processing is deteriorated, in an information recording and reproducing apparatus. SOLUTION: It is determined in a step 7 whether section-close is performed or not, when section-close is performed and only an additional recording impossible region exists, processing being same as a reproduction exclusive device is performed, when the additional recording possible region exists, the number of rotation after recording is detected by a number of rotation detecting means in a step 8, the number of rotation of a disk for reproduction is set based on the number of rotation detected in the step 8, and reproduction is performed with the number of rotation based on address information from wobble existing in a recording medium.
