PROBLEM TO BE SOLVED: To provide a manufacturing method and a manufacturing device of a hot-rolled steel strip which stably satisfy two contrary requirements that a material to be rolled is cooled between rolling stands in order to suppress the generation of secondary scale and the temperature of the steel strip is not lowered too much in order to secure the finishing temperature of rolling for obtaining a required material. SOLUTION: In the manufacturing method of the hot-rolled steel strip in which the finish rolling of the material to be rolled is performed while cooling the material to be rolled with cooling water between a plurality of rolling stands which comprise a finishing mill, at least one of (a) and (b) is performed. (a) Y/X≥0.2 ( Where, Y is a distance between the starting position of cooling and a rolling stand on the upstream side of the position and X is a distance between the rolling stands. ).
