PROBLEM TO BE SOLVED: To provide an ascending and descending device for a wheelchair which enables an aged or lower-limb disabled person to ascend or descend stairs by himself/herself without getting off the wheelchair, facilitates the installation at the existing stairs, is inexpensive, and is mainly used at home. SOLUTION: The ascending and descending device comprises guide rails provided along the stairs or an incline and a loading platform which ascends and descends while being guided by the guide rails and carries the wheelchair. The ascending and descending device utilizes the rotations of a steering wheel placed on the loading platform as the driving force for ascending and descending operations.
