PROBLEM TO BE SOLVED: To efficiently transfer a specified packet in transfer devices for the packet consisting of optical signals.

SOLUTION: The control information containing the information on a packet transfer control policy predetermined by corresponding to the destination of the packet and the transfer information containing light wavelength information indicative of a light wavelength predetermined by corresponding to the address of the packet are transmitted to the upstream packet transfer device and the downstream packet transfer device. In transferring the packet by the upstream packet transfer device, when the control information corresponding to the address specifies the packet to be cut through-transferred, light wavelength information is investigated. If possible, the cut through transfer is applied.
