<P>PROBLEM TO BE SOLVED: To provide a personal electronic settlement system provided with a settlement means to improve safety and usability. <P>SOLUTION: This system has a payment means 100 provided with a plurality of kinds of communication means, a billing means 101 provided with a plurality of kinds of communication means and a settlement means 102 provided with a plurality of kinds of communication means. Communication between two means out of the payment means, the billing means and the settlement means is performed by respectively using different kinds of communication means. The communication between the payment means and the settlement means exchanges settlement information. Thus, any illegal billing by the billing means is prevented.
