PROBLEM TO BE SOLVED: To provide a surfactant by which water and a hydrophilic substance can be solubilized in a carbon dioxide solvent and to provide a method for solubilizing water and the hydrophilic substance in the carbon dioxide solvent by using the surfactant. SOLUTION: This surfactant comprises a perfluoroalkyl group-substituted carboxylic acid having a nitrogen atom in a perfluoroalkyl group or its salt. Such a process using the carbon dioxide solvent can be realized by using this surfactant as a process of cleaning a precision component, a dry cleaning process, a drying process, a process of separating/extracting a hydrophilic useful substance, a synthetic process using water and a hydrophilic solvent, a plating process, a coating process, a dyeing process and a process of synthesizing a hydrophilic organic compound.
