PROBLEM TO BE SOLVED: To provide a system, a method and a program of controlling the number of call termination charging service lines which can change the number of call termination charging service lines without labor, automatically, efficiently and correctly. SOLUTION: When a call termination charging service call transmitted from a telephone terminal 9 of a customer arrives at the PBX 83 of a call center 80 via a public network 1, the optimum number of call termination charging service lines is calculated by a system 90 for controlling the number of call termination charging service lines, on the basis of agent information included in statistical management information of the PBX 83, and the information about the optimum number of call termination charging service lines is given to a network side call termination charging service system 7 via the public network 1 via an ISDN router 92 and the public network 1.
