PROBLEM TO BE SOLVED: To provide a cosmetic which is excellent in stability, easily spread with no stickiness and excellent feeling in use, excellent in water and oil repellency, and excellent in makeup retention with time so that both the gloss of makeup film and secondary adhesion of the cosmetic are small.
