PROBLEM TO BE SOLVED: To manufacture a booklet having a heading part with a difference in level at high speed without generating misplaced pages and missing pages. SOLUTION: Continuous paper sheets 1a-1c having a different width from each other and formed with stitch lines 2a-2c at the same distance from one cross directional end thereof and continuous paper sheet 1d having a different width from the continuous paper sheets 1a-1c are overlapped with each other in the condition that the other ends of the continuous paper sheets 1a-1c and one end of the continuous paper sheet 1d are aligned with each other, and parts of the overlapped continuous paper sheets 1a-1c over from the other end thereof to the stitch lines 2a-2c are recovered by an unnecessary part recovery unit 30. The overlapped continuous paper sheets 1a-1d are cut per a booklet by a cutting unit 50, and pieces of paper 101a-101d, which are formed into single piece of paper by cutting the continuous paper sheets 1a-1d per a booklet by the cutting unit 50, are folded by a folding unit 60 so that a difference in level is generated between the one end of the pieces of paper 101a-101c and the sides, from which the unnecessary parts are eliminated by the stitch lines 2a-2c.
