PROBLEM TO BE SOLVED: To contribute to miniaturization, weight reduction, and cost reduction, in a cartridge inserting and pulling out device or the like. SOLUTION: When a picker 6 is moved to a position of this side of an empty storing part 4 and a hand is advanced toward a cartridge 2, in each finger arm, a bush is guided by a L type cam and rotated, and both fingers are opened. In this state, the picker 6 is moved to a position of this side of the storing part 4 in which a desired cartridge 2 is stored, when the hand is retreated, the both fingers are closed, an engaging claw engages a part to be engaged of the cartridge 2. The picker 6 is moved in a state in which the hand is retreated further and pulled in the picker main body, when the picker 6 is arranged at a position of this side of a cartridge drive 3 and advanced, in each finger arm, a bush is guided by a L type cam and rotated, and the both fingers are opened, the engaging claw is removed from the part to be engaged of the cartridge 2.
