PROBLEM TO BE SOLVED: To provide an image processing apparatus capable of performing intra predictive coding in a short time by using a system smaller in size than conventional one.

SOLUTION: A difference detecting circuit 42 detects the sum of the difference of horizontal and vertical directions in pixel data within a macro block MB. A mode selecting circuit 43 specifies a correlative direction of MB based on the sum of the difference to assign the intra predictive mode suitable for the correlative direction to an intra predictive circuit 41. The intra predictive circuit 41 performs the intra predictive coding by using the assigned intra predictive mode.
