PROBLEM TO BE SOLVED: To flexibly optimize a layout physical distribution plan or layout physical distribution control for which arbitrary time precision is required at a high speed or with precision desired by a planner in detail according to the intention of the planner in a two-dimensional or three-dimensional space such as a warehouse or yard.

SOLUTION: This invention is provided with a function for extracting the current physical distribution status and information, and for setting the information as input data and an initial value or the like and a function for expressing the time transition and constraint of address-attached yard with a mathematical model based on space dividing precision and time dividing precision. In this case, the mathematical model is obtained based on an evaluation function so that a layout plan can be made.
