PROBLEM TO BE SOLVED: To help to surely connect a call termination charging service call by removing a drawback in which connection cannot be available although a network side judges that the connection is possible after being informed of a state of an agent. SOLUTION: Upon receiving a request of connection destination state information together with a call termination service calling number from a call termination charging service control system 7, a call termination charging service call connection helping system 20 acquires the idle/busy state of an agent for treating a call termination charging service incoming call to a call termination telephone number corresponding to a call termination charging service calling number, and returns the idle/busy state information to the system 7. When the agent is idle, the call termination charging service control system allows an incoming call to arrive, and, when the agent is in a busy state, the system sends a guidance and holds the incoming call in a standby state until the agent is in an idle state.
