PROBLEM TO BE SOLVED: To reduce the contents of unreacted phenol and unreacted aldehydes. SOLUTION: This method for producing the phenol resin emulsion for binding an inorganic fiber comprises (a) a process of performing the reaction of phenol and the aldehyde in the presence of an acidic catalyst to synthesize a novolac type phenol resin, (b) a process of performing the reaction of the novolac type phenolic resin with the aldehyde under an alkaline catalyst to synthesize a resol type phenol resin having≤1.0 wt.% unreacted phenol content and≤0.2 wt.% unreacted aldehyde and (c) a process of emulsifying the resol type phenol resin by adding a water soluble polymeric compound during or after the synthesis of the resol type phenol resin.
