PROBLEM TO BE SOLVED: To provide a charging state detecting device and its method, capable of determining a correct state of charge without making the error caused by a temperature, and to provide a battery state monitoring device capable of monitoring the state of the battery on the basis of the correct charging state. SOLUTION: A CPU 23a determines the state of charge on the basis of the open circuit voltage of the battery 13 from which the fluctuation caused by the temperature is eliminated.
