PROBLEM TO BE SOLVED: To provide an operation position holding device of an operation member, and a housing shelf using this device for always holding the operation member in a prescribed operation position even if there is leakage from a cylinder actuator. SOLUTION: This operation position holding device 70 and 70a of the operation member is driven by the cylinder actuator 44 for supplying fluid between a first position and a second position via a center block type solenoid valve 53. Detecting means 54 and 55 of the operation members 11 and 12 are arranged in an operation holding position corresponding to any one or both of the first position and the second position. A flow rate-limited another fluid is sent to the cylinder actuator 44 by the detecting means 54 and 55, and the operation members 11 and 12 are fixed and held in the operation holding position.
