PROBLEM TO BE SOLVED: To provide a work method as a measure for soft ground, which uses light soil quantified based on the numerical relations between the load of a structure to be constructed on filling and its thickness. SOLUTION: When soil at a construction site and at least foaming beads and solidifying materials are mixed together and agitated to prepare a light soil 2 strong enough to withstand the load of a concrete structure 1 to be constructed there, work execution is carried out so that reduced soil weight as a result of using the prepared light soil at the construction site may be nearly equal to the load of the structure. Foaming beads in an amount of 0.3 to 2.0 m<SP>3</SP>and solidifying materials in an amount of 50 kg or more per m<SP>3</SP>of soil at the construction site are mixed and agitated with soil at the construction site to prepare the 0.6 to 1.5 t/m<SP>3</SP>of the lightweight soil.
