PROBLEM TO BE SOLVED: To provide a bag-making and packaging machine for manufacturing an exhibit, which is easy and inexpensive to cope with a change in position for attaching a bag to a strip tape. SOLUTION: The bag-making and packaging machine includes a strip conveyance unit 41 for feeding the strip tape and an adhering mechanism 33. The adhering mechanism 33 applies force to bring the strip tape and a bag adjacent to each other via an adhesive portion on an adhesive region into tight contact. The bag is stuck to the strip tape, and an exhibit which can display the bag by hanging is manufactured. The adhesive portion is provided on the bag or between the bag and the strip tape.
