PROBLEM TO BE SOLVED: To provide a production apparatus and production method of granular sludge capable of easily producing granular sludge. SOLUTION: The production apparatus 2 of granular sludge is provided with a sludge treating part 4 to which the liquid to be treated containing biological sludge is supplied, the sludge treating part 4 has an agitation part which produces turbulence in the liquid to be treated by intercepting a flow of the liquid to be treated and agitates the liquid to be treated and the agitation part has a baffle 15 which obstructs the flow of the liquid to be treated in a container 11 constituting the sludge treating part 4. By using the apparatus 2, the liquid to be treated containing biological sludge is supplied to the sludge treating part 4. Therein, the flow of the liquid to be treated is intercepted by the baffle 15 in the agitation part, the turbulence is produced in the liquid to be treated and the liquid to be treated is agitated in the container 11. Thereby, the granular sludge can be easily produced. Further, by using the apparatus 2, the granular sludge having a strength of such an extent as not to be broken upon collection can be obtained.
