PROBLEM TO BE SOLVED: To obtain an electrolytic capacitor having a high breakdown voltage, excellent stability of leakage current and a low ESR. SOLUTION: A separator covers a conductive polymer formed by chemical oxidative polymerizing a polymeric monomer in a solution containing at least a non-transition metal oxide and an organic acid compound. A capacitor element is constituted by winding the separator between an anode foil having a dielectric oxide film and a cathode foil opposed to the anode foil. The electrolytic capacitor uses the capacitor element. Thus, even when a lot of moisture is permeated in the capacitor at a high humidity atmosphere, dope leaving into a moisture hardly occurs. The electrolytic capacitor having the high breakdown voltage, the excellent stability of the leakage current, a stable ESR in a high-frequency region and a high heat resistance can be obtained.
