PURPOSE: A fuel and air modifying member for a vehicle is provided to reform a physical or chemical characteristic of fuel, to improve combustion efficiency, and to reduce harmful substances included in exhaust gas. CONSTITUTION: In a fuel and air modifying member(100) for a vehicle, a resin layer(103) is coated on a base material(102) in which plural holes(101) are uniformly formed and fine powder of tourmaline is mixed in the resin layer. Fine powder of more than one kind selected from vegetable carbide, graphite, silicic acid and salts, oxide of metal salts(II) and salts is mixed in the resin layer. The fine powder of more than one kind selected from vegetable carbide, graphite, silicic acid and salts, oxide of metal salts(II) and salts, and the fine powder of tourmaline are mixed and milled in water or an aqueous solution including inorganic salts and then is solidified and sintered.
